Job description and responsibilities

We are looking to strengthen our team with an knowledgeable, experienced and self-motivated individual, who combines attention to detail and management with good communication and team skills.

The HSEQ manager role is to manage and maintain the Integrated Management System (IMS for Health, Safety, Environment and Quality processes and procedures, primarily in accordance with ISO 9001, 14001 & 18001 approvals) with construction background and experience.

The HSEQ manager will have overall authority over the entire 2bm organisation as well as various construction sites, and shall be responsible for ensuring the quality and accuracy of the company IMS system.

The job role empowers you to drive the philosophy of safety ownership throughout all levels of the organisation as well as provide an Assurance and Audit role in the company, together with professional support and advice to the Senior Management Team and Staff on Occupational Safety, Health, Environmental and Quality matters.

You will also be required to project managing the company Safety, Environmental and Quality Programme, you will assist staff and contractors in respect of compliance with relevant legislation, client standards and contractual arrangements. In addition, you will need to engage staff and managers to maximise improvements in safety performance.

  • Provide Legislative and regulation advice to the 2bm Management team on all matters relating to HSEQ
  • Liaise with registration bodies, customers and suppliers as necessary to resolve problems.
  • Responsible for maintaining quality accreditations for ISO 9001, ISO 14001, lead achievement of ISO 18001 and ISO/IEC UKAS 17020, ensuring periodic audits are scheduled to ensure ongoing compliance.
  • Responsible for implementing and enforcing an internal HSEQ audit schedule to ensure all group offices are complying with the requirements of quality accreditations.
  • Maintain the management system and identify and implement initiatives to improve it including all procedures, processes, safe systems of work, offering support and advice on Risk Assessments, Method statements and COSHH.
  • Support area offices with respect to third party HSEQ audits.
  • Ensure all offices are working in a standardised approach to the quality standards and service delivery established by the senior board.
  • Establish the minimum standard of HSEQ qualifications required by the area office representatives, manage and maintain quality training requirements for office representatives.
  • Overall responsibility/authority for all incidents and accident investigations.
  • Advise the group on legislative and regulation updates, ensuring all QMS documentation is kept up to date as required.
  • Client support on HSEQ matters/ Audits.
  • Advice, guide, support, promote awareness and coach all personnel with the implementation of the company‚Äôs policies and procedures. Complete other projects at the request of the Management.

Skills and experience

  • Proven experience working in a Safety and Quality management role in manufacturing, construction and/or oil and gas industries.
  • To have a successful track record of working with the HSE, auditors and professional bodies.
  • Ability to build relationships and influence people at all levels.
  • To have developed and run a system such as ISO 9001, 14001 & 18001 through accredited bodies.
  • Preferred experience with UKAS auditing requirements in relation to ISO/IEC 17020:2012.
  • To have experience in risk management and crisis management.
  • Influential and collaborative where needed to ensure those common goals are achieved.
  • Drive and determined to deliver in challenging situations.
  • Have a personable nature with the ability to communicate effectively both orally and in writing.
  • Commitment to working as part of a team.
  • HSEQ Manager Qualifications.
  • The role of the HSEQ manager will require a recognised safety and environmental qualification (diploma level or equivalent) and should hold an auditors qualification for and have experience in ISO 9001, 14001, 18001.
  • NEEBOSH diploma in Occupational Health and Safety qualification preferred to level 3.
  • NVQ level4/5 Occupational Safety and Health Practice.
  • IMEA (Institute of Environmental Management & Assessment) preferred.
  • Further training and certification to be obtained as part of the ongoing role requirements.

Main responsibilities:

  • Deputise for the Track Director for HSEQ.
  • Provide support in developing, reviewing and monitoring the HSEQ Plan and objectives and targets.
  • Provide positive leadership and promote the adoption of best practices.
  • Responsible for developing, promoting and monitoring the HSEQ culture.
  • Lead and direct functional management for any HSEQ personnel under your control.
  • Identify areas of risk and develop measures to reduce and control.
  • Identify initiatives to improve performance and assist in addressing areas of poor performance.
  • Produce HSEQ performance reports as required.
  • Promptly alert line and functional management to significant accidents and incidents.
  • Responsible for reviewing accident and incident HSEQ reports and investigation.

Knowledge, skills and abilities:

  • Significant experience in safety and environment within the construction industry.
  • Good academic qualifications, minimum of NEBOSH certificate or equivalent and NEBOSH Environmental Diploma.

Desirable:

  • Educated to degree standard or equivalent professional qualification in a related subject.
  • Member of a relevant professional institute/chartered status.
  • Health & Safety Training (IOSH) Awareness of industry issues.
  • Experience in managing and developing staff.
  • Computer literate.

Other duties:

  • Ensure subcontractor’s approvals and certification are up to date.
  • Maintenance reports are produced.
  • Response writing for HSEQ requirements for tenders.
  • Lead H&S council.
  • Training records up-to-date.
  • Sort out the filing system and training to all staff on a common methodology.
